SAMOA - Country Implementation Plan 2023-2024 Review Report.

Between 2023 and 2024, 22 UN agencies delivered 140 interventions across Samoa, contributing to progress under the four core pillars of Planet, People, Prosperity, and Peace. With a total available budget of USD 21.2 million, about USD 11.4 million was spent, marking just over 50% utilization. While significant progress was made in climate action, health, gender equality, digital access, and justice reforms, under-expenditure and implementation delays highlight the need for improved coordination, data systems, and alignment with national capacities. The UN’s technical support and capacity-building efforts remain critical in fostering inclusive, rights-based, and sustainable development in Samoa.
